| 摘要：当前全球经济环境复杂多变，国内经济面临需求收缩、供给冲击和预期转弱三重压力。水利施工企业作为基础设施建设的重要力量，在迎来国家加大水利投资政策机遇的同时，也面临诸多挑战。本文深入分析了当前形势下企业面临的主要困境，包括市场竞争加剧导致利润压缩、成本持续上升、融资难度加大、管理模式落后以及科技创新与人才储备不足等问题，并提出了一系列系统性应对策略：加强战略管理与市场开拓，聚焦新基建与绿色项目；实施精细化成本管控；创新融资模式与资金结构优化；推动数字化转型与技术升级；加强人才队伍建设与核心能力培育。本研究旨在为水利施工企业克服困难、实现高质量发展提供理论与实践参考。 |

| Abstract： Amid a complex global economy and domestic pressures of demand contraction,supply shock,and weakened expectations,water conservancy construction enterprises face both opportunities from increased national investment and significant challenges.This paper analyzes key difficulties such as squeezed profits due to fierce competition, rising costs,financing difficulties, outdated management,and gaps in innovation and talent. Proposed strategies include enhancing strategic market development—particularly in new infrastructure and green projects—implementing refined cost control,innovating financing models, advancing digital and technological transformation,and strengthening talent development.The study offers theoretical and practical guidance for these enterprises to overcome challenges and achieve high-quality growth. |
