水利工程概预算编制在工程造价中的应用的价值及对策研究

摘要：水利工程作为基础性、公益性较强的重大基础设施，其建设规模大、投资周期长、资金来源复杂，工程造价控制始终是项目管理中的关键环节。概预算编制作为工程造价管理的重要技术基础，直接关系到投资决策的科学性、资金配置的合理性以及建设目标的顺利实现。随着水利建设投资持续增长和管理要求不断提高，传统概预算编制在精细化、动态化和协同性方面逐渐暴露出局限。围绕水利工程造价管理实际需求，系统分析概预算编制在工程造价中的应用价值，并提出针对性的改进对策，对于提升水利工程投资效益、保障工程质量与安全具有重要的理论意义和现实价值。

Abstract ： As major infrastructure projects with strong foundational and public welfare characteristics, water conservancy projects are characterized by large construction scales, long investment cycles, and complex funding sources. Cost control remains a critical aspect of project management. Budget estimation and preparation, as a fundamental technical component of cost management, directly impacts the scientific nature of investment decisions, the rationality of fund allocation, and the successful achievement of construction objectives. With the continuous growth of investment in water conservancy construction and increasing management requirements, traditional budget estimation and preparation methods have gradually revealed limitations in terms of precision, dynamism, and collaboration. Focusing on the practical needs of water conservancy project cost management, this paper systematically analyzes the application value of budget estimation and preparation in project cost management and proposes targeted improvement strategies. This research holds significant theoretical and practical value for enhancing the investment efficiency of water conservancy projects and ensuring project quality and safety.
